The eleventh meeting of the Special Group for Public Administration Reform (SGPAR or PARSG) between the European Commission and North Macedonia took place on 23 September 2021, in the context of the Stabilisation and Association Agreement.
The meeting was co-chaired by Mr Jeton Shaqiri, Minister of Information Society and Administration and Ms Biljana Nikolovska Zagar from the Office of the Prime Minister of North Macedonia, and Ms Michela Matuella from the Directorate General for Neighborhood and Enlargement Negotiations in the European Commission. The meeting was also attended by representatives of EU Member States, as well as from SIGMA and the Regional School for Public Administration (RESPA).
The European Commission highlighted that the public administration reform is a key area of the fundamentals. The national authorities reiterated that public administration reform remains a key priority of the Government.
The main focus during the meeting was put on the progress achieved in key areas of public administration principles: the strategic framework for public administration reform, public service and human resource management, policy development and coordination, accountability, and service delivery.
The authorities committed to further implement EU related reforms. The European Commission reiterated its support to North Macedonia on its EU path.
As previous years, the parties discussed joint conclusions from the meeting, which will be published on the website of the Ministry of Information Society and Administration, upon their adoption by both parties. The Secretariat for European Affairs will continue to consistently monitor and report on the implementation of the reforms.
