Republic of
Slovenia is an important bilateral partner of the Republic of North Macedonia
in the process of implementation of the reforms arising from the
Euro-integration process, but also generally in terms of improving the
development of the country.
The development
cooperation between the Republic of North Macedonia and
Republic of Slovenia is regulated by the Development Cooperation Agreement signed
between the two governments in 2004.
The aim of the Agreement is to
contribute to the fulfillment of the development goals of the Republic of North
Macedonia through support in several priority
areas:
- Sustainable economic development
- Basic social services
- Good governance
- Social security
- Environmental protection
- Research/knowledge development
- Rights
of women and children – introduced by the donor as a new priority area in 2016
The cooperation is realized in the
form of support for development projects, technical cooperation in the field of
European integration and other forms of cooperation.
During the programming period
2010-2015, the bilateral development cooperation between the Republic of North
Macedonia and the Republic of Slovenia was jointly coordinated through the
Joint Committee for development cooperation, envisaged in the signed Agreement,
composed of representatives of relevant institutions of both countries. During
this period, three Memoranda of Development Cooperation were signed within
which the following projects were financed:

Construction
of the Modular School in the Municipality of Ilinden (500,000 EUR Slovenian
development funds from Slovenia)
-
Construction
of a Treatment plant for drinking water in the Municipality of Probishtip
(354,000 EUR Slovenian development funds)
-
Reconstruction
of the Treatment plant for drinking water in the Municipality of Stip (415.000
EUR Slovenian development funds)
-
Establishment
of a GIS system in the East Planning Region (around 200,000 EUR, Slovenian
development funds)
-
Finalization
of the Wastewater treatment plant in the Municipality of Gjorce Petrov.
In addition to financing of the
aforementioned development projects a number of activities for exchange of
experience and knowledge regarding the Euro integration process, as well as
activities for capacity building (through cooperation with the Center for
European Perspective, Center of excellence in finance, ITF Enhancing Human
Security) and support to the non-governmental sector were implemented under the
frames of these Memorandums.
Since 2016, as announced by the donor,
development assistance is implemented at a competitive level, without a
pre-specified budget allocation of development funds for co-financing of
projects in the Republic of North Macedonia.
